you can pay $85 for a 5 year GMRS license and pay the repeater owner for access
you can pay a repeater owner for a community repeater access.
The local Motorola Two-Way shop can tell you where to find the repeater owners.
If you want to get your ham radio license, contact the ARRL and ask for the local Special Service Clubs in your area. ARRL is the national organization for amateir radio – www.arrl.org
